Client Overview
The client is a mid-sized general contractor based in the US Southwest. The company specializes in commercial buildings, infrastructure, and road/highway projects. With about 650 employees, they manage 40+ projects at a time and generate annual revenue of around $480 million. The contractor relied on legacy scheduling software, managed permit applications through emails and spreadsheets, and tracked site progress using photos, daily reports, and walkthroughs. As project volume increased, they needed an AI agent to support their construction operations, helping them to reduce delays, speed up approvals, and give project managers real-time visibility, without replacing the tools their teams already knew.
Project Summary: The client needed a faster way to manage permitting, scheduling, and site monitoring as project demands increased. Manual zoning and permit checks took significant time, while slow schedule updates made it difficult to respond quickly to delays. Site teams also relied on reports and visual updates that did not always provide timely visibility. We developed an agentic AI solution using LLMs and vision-language models (VLMs), with access to local building codes, permit requirements, project documents, existing scheduling software, document storage, and site cameras. The AI agent reviews compliance requirements, tests different schedule scenarios, answers project-related questions, and analyzes site footage to track progress and identify potential risks. Project managers remain responsible for approving important changes, with each action recorded through an audit trail.

Project Challenges
The contractor faced three major challenges across its projects. The first was permitting and compliance. Each project involved different municipalities, zoning rules, setback requirements, and inspection procedures. Teams had to review codes manually, compare drawings with requirements, and prepare permit packages. As a result, applications often needed corrections, which could delay project start dates by several weeks.
Scheduling was another challenge. The contractor relied on a legacy scheduling system that was powerful but difficult to update quickly and less convenient for field teams. Weather changes, material delays, and subcontractor issues often required planners to revise schedules manually. Integrating AI with existing tools was also important, as replacing the scheduling system would have disrupted established workflows. Integrating AI with existing tools was also important, as replacing the scheduling system would have disrupted established workflows. This made AI legacy system integration a key consideration in the solution design.
The contractor also needed better site visibility without giving up control over important decisions. Progress updates came from photos, daily reports, and walkthroughs, which could be inconsistent or delayed. Long road and infrastructure projects made site monitoring even more difficult. The AI agent used for construction solutions also needed to work with existing systems, use reliable project data, and avoid generating unsupported code requirements or quantities. Clear approval processes, audit trails, and human oversight were therefore essential to building trust in the system. These requirements also aligned with key principles outlined in our AI Governance Framework Guide.
Solutions
We built an AI agent for construction to streamline permitting and speed up approvals. It reads local building codes, zoning rules, and permit checklists and compares them with project drawings and documents. It then flags missing items, conflicts, and likely correction requests before submission. It prepares the required permit documents, monitors application progress across municipalities, and alerts the team about upcoming inspection deadlines.
For scheduling, we added an AI layer to the contractor’s existing software instead of replacing it. The scheduling agent analyzes the current plan and tests different sequences and crew allocations. It shows how changes could affect project timelines and resource requirements. Project managers and superintendents can also ask questions through a simple chat interface. For example, they can check what happens if a material delivery is delayed or which tasks are at risk. Once approved, schedule changes are written back to the existing system. This approach also allowed us to apply our AI Agent development expertise without disrupting the contractor’s established workflows.
We also improved site monitoring with computer vision and vision-language models. The system analyzes footage from cameras, drones, and mobile devices to identify work in progress and compare observed progress with the project plan. It estimates completion levels and flags issues such as missing PPE or blocked access. For road projects, it can track progress across individual segments. The platform automatically generates daily reports and sends key exceptions to project managers for review.
The platform runs on AWS with role-based access and audit logging. A central dashboard brings together compliance status, schedule risks, and site progress. Our team supported the contractor for seven months, from discovery and pilot projects through rollout across active sites.
Technologies and Tools Used
Results
Within six months of rollout, the AI agents transformed how the contractor plans, permits, and monitors its projects. Compliance checks are completed before submission, schedules are updated as conditions change, and project managers can identify issues as soon as they arise.
Key outcomes
- Permit approval time was reduced by 35%.
- First-time permit acceptance was improved by 42%.
- Zoning and code compliance review time was reduced from 3 days to under 6 hours per project package.
- Schedule update time was reduced by 60%.
- Project delay time was reduced by 22%.
- Weekly project reporting time was reduced by 50%.
- Early safety incident detection and resolution was improved by 30%.
- Rework costs were reduced by 18%.
- Road project progress tracking was expanded to cover 100% of active segments.
- Superintendent adoption was increased to 90% within three months.
Words of Appreciation
“WPWeb Infotech team helped us make our day-to-day project work much easier. They understood the challenges our project managers and field team faced and helped us build solutions that fit into the tools we already use. We now spend less time on permits, schedule updates, and reports, getting a clearer view of what is happening across the sites.”
Future Scalability
As the contractor takes on more projects, our team will continue to provide ongoing support. This includes model tuning, accuracy monitoring, schedule prediction improvements, and updates as building codes and regulations evolve. As the use of AI agents for construction expands, we can add new capabilities without changing the systems already in place. These may include cost estimation and bid assistance, procurement and supply chain management, subcontractor performance tracking, predictive equipment maintenance, automated quality and safety checks, and digital twin integration for large infrastructure and road projects.
We can also extend AI agents for construction permitting and zoning compliance to additional projects and locations as local requirements evolve. The agents can be refined using real project data while the platform scales across new sites. For businesses planning similar implementations, hiring AI agent developers can help build and scale these workflows around their specific operational needs.
