Client Overview
The client is a regional mobile and broadband operator in the US, serving approximately 1.4 million subscribers across consumer, small business, and prepaid segments. It offers postpaid and prepaid mobile plans, fixed wireless and fiber broadband, and device financing through retail stores and digital sales channels. With around 1,100 employees and $780 million in annual revenue, the company serves a growing customer base across multiple segments.
As the business expanded, so did fraud attempts involving SIM swaps, account takeovers, subscription fraud, and premium-rate abuse. Its existing rule-based checks and overnight reports often flagged suspicious activity only after financial losses occurred. The operator needed AI for telecom fraud detection and prevention that could identify threats within minutes, reduce false alarms for genuine customers, and keep fraud analysts in control of every final decision.
Project Summary: The client was struggling with rising fraud losses, delayed detection, and increasing false alerts that burdened its fraud analysts. We developed a real-time fraud detection platform that analyzes call, SMS, data, device, and account activity using machine learning. The solution identifies suspicious patterns, provides risk scores and investigation evidence, and helps analysts respond quickly while retaining control over high-impact decisions.
Project Challenges
The first challenge was improving fraud detection speed. Usage data arrived in large volumes, but the operator’s fraud reports ran overnight. A compromised account or hijacked PBX line could rack up thousands of dollars in international calling charges before the fraud team noticed. SIM swap attacks, where fraudsters transfer a victim’s number to a new SIM to access banking and email accounts, were often detected only after customers reported suspicious activity. By then, the financial losses and customer impact had already occurred.
Another challenge was improving detection accuracy. Fixed rules, such as daily limits on call minutes or international calls, often flagged genuine customers or missed fraudsters who stayed just below the thresholds. A business customer making frequent international calls had a different usage pattern than a compromised account, but existing rules treated them the same. This increased false positives, frustrated genuine customers, and left analysts spending valuable time investigating alerts instead of addressing confirmed fraud. Adopting a more adaptive detection approach also required addressing common AI integration challenges related to data quality, system compatibility, and model reliability.
The platform also needed to address data security, system integration, and regulatory requirements. Account, device, usage, and identity data were spread across billing, CRM, provisioning, and network systems, making it difficult to build a unified customer view. The solution had to handle sensitive information responsibly under CPNI rules, support STIR/SHAKEN and robocall mitigation obligations, and maintain complete audit trails. Securely connecting these systems without disrupting existing workflows required careful planning, as explained in our AI legacy system integration guide. Fraud analysts also needed clear explanations for every alert and recommended action to maintain control over high-impact decisions.
Solutions and Impact
To speed detection, we built a real-time data pipeline using Apache Kafka. It streams call detail records (CDRs), SMS, data usage, device changes, SIM activations, login events, and payment activity within seconds. The pipeline calculates behavioral features, including call frequency, destination patterns, device changes, and unusual account activity, while connecting customer records across billing, CRM, and network systems.
To improve detection accuracy, we developed AI for telecom fraud detection and prevention using behavioral analysis and machine learning. Anomaly detection and supervised models identify SIM swaps, account takeovers, international revenue share fraud, Wangiri scams, and subscription fraud. A graph model connects related accounts, devices, and numbers to identify organized fraud rings. Claude on Amazon Bedrock generates alert summaries, retrieves similar cases, and prepares investigation notes to help analysts understand suspicious activity. Our ML development services supported the implementation of these fraud detection models.
To manage alerts safely, we integrated the platform with the operator’s billing and customer systems through a tiered response workflow. Low-risk alerts trigger customer verification, medium-risk cases go to analyst queues, and high-risk patterns generate call-barring recommendations for analyst approval. Dashboards provide real-time fraud insights, while confirmed cases and false alarms feed back into model improvement. Our team worked as the operator’s extended engineering team for seven months, from the initial pilot to deployment across consumer and business lines.
Technologies and Tools Used
Results
Within six months of full rollout, the platform changed how the operator fights fraud. Suspicious activity is found in minutes instead of hours, analysts focus on real cases, and genuine customers are interrupted far less.
Key outcomes
- Reduced average fraud detection time from 19 hours to under 4 minutes.
- Reduced fraud-related revenue losses by 46%, saving an estimated $6.2 million annually.
- Reduced SIM swap fraud losses by 63% by identifying risky SIM transfers earlier.
- Reduced international revenue share fraud exposure per incident by 81% by detecting premium-rate traffic bursts earlier.
- Decreased account takeover incidents by 52%.
- Reduced false positives by 58%, minimizing unnecessary customer blocks and alerts.
- Increased analyst productivity by 2.8x, enabling each analyst to handle more confirmed cases daily.
- Achieved 89% precision in high-risk fraud alerts.
- Decreased fraud-related customer complaints by 37%.
- Reduced average case investigation and closure time from 55 minutes to 14 minutes.
- Identified 14 organized fraud rings through linked-account analysis in the first six months.
- Achieved an estimated project payback period of eight months.
Words of Appreciation
“WPWeb Infotech helped us move from reactive fraud reporting to real-time fraud detection. Their team worked closely with our fraud, network, and billing teams to build a platform that fits our existing operations. We can now identify suspicious activity as it happens, understand why alerts are raised, and respond before fraud leads to significant losses.”
Future Scalability
The AI platform provides a flexible foundation for the operator to strengthen fraud detection as its network and subscriber base grow. Future enhancements can extend capabilities to robocalls and spoofed calls using STIR/SHAKEN data, eSIM and device financing fraud, messaging and smishing campaigns, wholesale and roaming partner fraud, and IoT and 5G network threats. The platform can also introduce customer-facing fraud alerts through the mobile app to help subscribers identify suspicious activity.
As fraud patterns and operational needs evolve, businesses can hire AI developers to improve detection models, integrate new data sources, and build specialized fraud-prevention capabilities. Ongoing model retraining, data quality monitoring, and infrastructure scaling will help the operator respond to emerging threats, manage higher event volumes, and protect customer trust and revenue over time.
